How to enable multi-monitor for my TZ68K+ motherboard?
Please press [Del] key in POST screen to go to CMOS> Chipset> IGD Multi-Monitor> set to Enable.

After next boot to OS, you will be able to choose second monitor if plug two monitor at either two on-board VGA ports.

This 95W limitation is for protect motherboard for using CPU over it's design limit. So the motherboard's life time will stay longer. Please refer CPU support page in motherboard model page for the proper CPU support.
